Uzbekneftegaz JSC, Chinese CPECC and RDI UzEngineering LLC have formally agreed to collaborate through the signature of various documents.
Modernization of the Bukhara Refinery is a key project in Uzbekistan's rapidly developing energy sector. It promises a complete transition to environmentally friendly Euro-5 fuel and the final abandonment of outdated AI-80 gasoline.
As part of Uzbekneftegaz JSC's comprehensive investment program, the Bukhara Refinery's Modernization Project signifies a strategic shift towards a diversified business model. This transition is driven by the adoption of advanced technologies and the deep processing of hydrocarbons, contributing to economic growth and enhanced quality of life in the region.
In this regard, on December 23, 2025, China Petroleum Engineering & Construction Corporation (CPECC) and RDI UzEngineering LLC signed a memorandum of cooperation for the implementation of the Bukhara Refinery Modernization Project. Furthermore, CPECC, as an EPC contractor, will execute an EPC subcontract with RDI UzEngineering LLC for the Offsites & Utilities (O&U) portion of the Project.


Additionally, a detailed roadmap between Uzbekneftegaz JSC, CPECC, and RDI UzEngineering has been approved. This roadmap includes a clear schedule of activities, such as deliberations concerning the EPC contract, the formulation of a government decision, the execution of the subcontract, and the procurement of financing, as well as the appointment of responsible persons. This will expedite the implementation of the Project.
